About of ItdKerala 2023

Industrial Training Department, Kerala functions with the major objectives of providing Vocational and Apprenticeship Training to the youths in Kerala State. To achieve these objectives the ITD runs a variety of long-term and short-term training programmes in Industrial Training Institutes/ Centers in the State. It also registers the youth for Apprenticeship training across various establishments in the state.

The Directorate of Employment & Training, DET is working under the Department of Labour , Government of Kerala. It was formed in Kerala State in 1970 by amalgamation of the Employment Wing, functioning under the Labour Commissionerate, and the Vocational Training Scheme under the Directorate of Technical Education.

In the beginning, Industrial Training Institutes were functioning under direct control and supervision of the Director General of Employment & Training (DGE&T), New Delhi, Ministry of Labour, Government of India. Subsequently the administration of Industrial Training Institutes (ITI) under the Craftsmen Training Schemes has been transferred to the State government.

The Industrial Department is the agency for implementation of skill up gradation schemes of the DGE&T in the state. A host of new schemes are being implemented by the department throughout the state namely Centres of Excellence, PPP, Modular Employable Skills etc which is transforming the skill development in the state of Kerala

Objectives of ItdKerala 2023

The Craftsman Training Scheme was introduced by government of India in 1950 to ensure a steady flow of skill workers in different trades for the domestic Industries, to raise quantitatively and qualitatively the Industrial production by systematic training, to reduce unemployment among the educated youth by providing them employable training, to cultivate and nurture a technical and industrial attitude in the minds of younger generation.

The scheme, most important in the field of vocational training , has been shaping Craftsmen to meet the existing as well as future manpower need, through the vast network of ITIs’ in the state. The day-to-day administration of ITIs’ under the Craftsman Training Scheme was transferred to the State Government with effect from the year 1956.

SCVT COURSES – Post ITI Course

Post ITI Courses are conducted in 13 ITI’s with a motive to give intensive training to the ITI passed out trainees in the trades of Mech. Radio & Television (MRTV), Mech. Refrigeration & Air-conditioning (MRAC) and Plumber.At present every year, this course started from January.

Evening Classes

With an intention to upgrade the skills of workers in the various industries, this department is conducting evening classes in the ITI’s at Chackai (Trivandrum District), Kalamassery (Ernakulam District) and Kozhikode in the trades Electrician, Fitter and Welder. The passed out workers can directly appear for the All India Trade Test (AITT) conducted by DGET, Ministry of Labour, New Delhi.

Advanced Vocational Training Scheme

Two AVTS’s at Kalamassery and Trivandrum are functioning with intention to give advanced training to the Industrial workers to update the skill in modern technology and machinery. Short-term training in T.V.Technician and Auto Electrician courses are imparted at AVTS, Trivandrum. AVTS, Kalamassery conducts short-term courses having 4 to 12 weeks duration in six different trades.

National Council for Vocational Training

The government of India transferred the administration of ITIs’ to the State Government concerned, while retaining the functions of coordinating Craftsman Training and laying down the training policy with it and the Director General of Employment and Training is looking after these functions.

This decision has further accentuated the need for central agency for assisting or advising the Central Government in the discharge of responsibilities regarding Craftsman Training.  It has accordingly been decided in consultation with the State Government to set-up a National Council for Vocational Training.

Accordingly with a view to ensure and maintain uniformity in the standards of training all over the country, the National Council for Vocational Training, and advisory body, was set-up by the government of India in the year 1956.

The council has been entrusted with responsibilities of prescribing the standards and curricula for Craftsman Training, Advising the Government of India on the overall policy and programme, conducting All India Trade Test and awarding National Trade Certificate.

The National Council is chaired by Minister of Labour with members representing Central and State Government departments, employers and workers organisation, professional and learned bodies, AICTE, Schedule Cast and Schedule Tribe, All India Women Organisation etc. It is essential for all Govt. ITIs/Pvt. ITIs to get affiliated to NCVT in each trade / unit before admitting the trainees.
